It won't happen because 20% of the people pay 80% of the taxes. The other 80% wouldn't support getting a lower voting share. I have an idea. If you don't pay taxes, get the heck out of the US. You are dragging the rest of us down. Why are you getting a handout when I'm paying your taxes, plus your brother Hector's taxes, plus his 17 kids taxes, etc etc? We need to put all of them out to pasture and begin again with people who will simply do what we sent them there to do. One thing that would help is removing the profit from service. The founding fathers knew that making service profitable would lead us to where we are now. Give them a living wage and do away with lobbyist and their influence. Although I'm not sure the dems will ever buy into it as they will claim it favors republicans. The dems are in power today because they got the votes of the uninformed, non-tax paying voters. Here's another good idea: if you've cheated on your taxes you cannot be Secretary of the Treasury (or any other member of the Presidential Cabinet)! Love it.
